The above link is the State of Michigan's tax estimator tool, which is very useful for estimating what taxes will be once a home is re-assessed (typically 6-18 months after a home sale).
To use the estimator you will want to click on "Begin Estimating Property Taxes" and then select the appropriate county, municipality, and school district. For the SEV estimate I recommend using around 48% of the purchase price (or appraised value if you have it) as SEV tends to be just under half of the home value. There is no exact science on what value the local accessor will assign, but this will usually get you close. If the home will be your primary residence you will want to use the homestead amount, if it will be a second home or rental property you will want to use the non-homestead amount.
Note that the millage rates are slightly dated (usually from a year or two ago). The millage rate includes both summer and winter taxes so the estimate will be for total yearly taxes. Some areas will have additional taxes, such as a village property tax, that may not be included on the estimate.
Because Michigan has a cap on how much property taxes can increase each year on owner occupied properties (5% or the rate of inflation, whichever is lower) the more a home value has increased since the current owner bought the property the lower the property taxes will be in relation to the current value. When you buy a home the property tax caps are removed and the home is re-assessed so you often see a big jump in property taxes 6-18months after the purchase and then the caps are put back in place for you so tax increases in subsequent years are much lower.
Having your HOMES Mortgage Lending loan officer run numbers on a specific home before making an offer is the best option, as they will include an estimate for the property tax increase on that home. This site is a great secondary tool to compare taxes in areas you are considering.
